The 15 min edit post window is broken, I just made a post in the WoW forums and less then a min after I couldn't edit it.

This is something Danpaul will have to look into.
I have verified that the setting is, in-fact, 15 minutes.

You never could. That's only on the front page.
The only thing you'll see while reading a topic/browsing a forum is who is also looking at this forum.
