wow.. Im having the same prop get in my Apache..the host said my log in is wrong or I need to be reset with psw and log name by them.

Misconfigured or corrupted Apache server, nothing you can do but wait until the site owners fix it.

Apache is a web server (just like IIS is a webserver made by Microsoft).
So it's just a webserver error. If it's a 403, it's probably because a file is missing. Apache's response to missing (or mistyped) files is "what the hell are you looking for? that file isn't here!" and then it freaks out thinking you're trying to access something you shouldn't. It may also be an .htaccess issue.
But, yeah, the simple answer is: it's not your fault - and there is nothing you can do about it. It's 100% a server issue.
