Mod/Plugin and Alteration Help

Hey,
I was wondering if anyone knew where a mod/plugin for NR would be located that:
1) Adds base defenses such as turrets and guardtowers.
2) Enables custom purchases (turrets, maybe characters like wittebolx and kamuix).
Or as close as there is out there that fit those two...I am an owner of an 8 person aow (on purpose) and I would like some base defenses to aid both sides. If my request is too broad, perhaps narrowing it down by increasing the cost of whatever you buy by X amount if purchased, in total, Y times...so that it gets more expensive rebuilding stuff or building just a ton of it. The reason for that is so that they start out cheap and can get a few of them early but get progressively less cost-effective.
Also, how hard would it be to alter a mod/plugin (if even allowed by maker) from the above two points to have a progressively increasing cost? I have a basic knowledge of C++ and no more...have no experience actually MAKING anything with C++ yet but I know all the functions.
