There is no such thing as 'reserved' speeds. Even for military.
He was just showing how much bandwidth his school has. Not his own line.

Yeah that's my school alright, lol funny you should mention bandwidth. The librarians always freak out when we use up bandwidth.

our librarians only hated when we used up LAN bandwidth (which we really had too much of anyway) with quake 3

Most UK ISPs have sh*t upload speeds tbh... I have the 8mb package from Virgin Media, and my upload still sucks *ss.
