Shoutbox updates

The first of my planned updates to the shoutbox has now been made. When you post a new shout you can now edit it for up to 5 minutes. Also, administrators can now edit anyone's shout at any time.

To edit your shout click the funny little squiggly icon to the right of your username above the shout. It really needs a better icon, as I just took the existing edit icon and cut out the text with 'Edit' on it so it was not too big, and for us admins it goes well with the delete icon we have on there

Oh well. It's there because it adds some life posts by people who are too lazy to upload an avatar. It should help those people get motivated enough to come up with something. It also helps bring a more uniform layout to each post so its not as confusing.
