How would you put a portal on a phpbb based forum? Is there any instructions I could use?

It depends what CMS/portal/wrapper you want to use.

If you use phpNuke (for example), you would install phpBB and then install phpNuke (using some information from the phpBB installation) to "wrap" it. Each CMS (portal) has its own instructions on the website you download it from.

Drupal is probably one of the better ones to learn if you're starting from scratch. It seems to be the most promising in the long-run.
