Sometimes steam crashes or hungs from time to time you can try the following
* End task steam using windows task manager first
* go to your program files folder
* open steam folder
* OPEN EVERY .LOG FILE USING NOTEPAD and delete all the contents and save (the.log file should be empty)
* delete all screenshots \Steam\userdata\10101010101\101\remote\1010101\screenshots
(\Steam\userdata\75743559\760\remote\42710\screenshots)
* reboot pc and manually start steam.
* once your steam started pause what ever it is your downloading, if not downloading then set your connection settings to a lower connection speed at settings then click Downloads & Cloud.

Another useful trick;
Reset the clientregistry.blob file, this causes Steam to redownload necessary files

Re: Is your steam not responding?
Steam is extremely unstable in my opinion when it comes to COD games.
I get that steam is not responding on a regular bases. I don't think is anything to be worried about.
It should fix itself after a few minutes of hours. I know it sucks when it happens and you are in the mood to murder some folks.
